Eligibility

At least 51% owned, controlled, and operated by one or more women who are U.S. citizens. Actively managed by the woman owner(s) with authority over long-term decisions and daily operations. Small by SBA standards, based on industry-specific size limits.

Create or update your System for Award Management (SAM) profile, as it’s required for certification and contracting eligibility.

Create an Account on certify.SBA.gov

Use your SAM.gov credentials to log in and start the WOSB application.

You’ll upload your business formation documents, ownership proof, and (for EDWOSB) personal financials.

Apply at certify.SBA.gov

Submit & Wait for Review

The SBA typically processes WOSB certifications in 4–6 weeks, and EDWOSB in 6–8 weeks if financial reviews are needed.

You’ll receive a digital certificate once approved.

Maintain Annual Updates

Reconfirm your business details and upload updated financials yearly to maintain your certification status.
